I can give you some ideas on where to start. First you need to figure decide the required skills for the job. I'm not sure which industry you are asking about so I'm going to be general here. A lab tech for a chemical processing lab is different than a lab tech for a biology lab so you'll have to fill out the particulars.

The place to start is to decide what output you need from this position. If the lab position is a quality assurance lab then you need to be meticulous in following protocols and procedures defined by testing requirements.

This is much different than someone working in an R&D lab where meticulous notes are required, documentation of every step is needed in some cases and excellent observations skills are needed to decipher even the smallest changes in results.

Next it is important to understand skills, knowledge and abilities based on whatever protocols are used in the lab. Some labs have quality standards they must adhere to, others need to have things done in a timely manner. Sometimes cost is a driver. Whatever is the primary driving factors in your lab need to be identified and the skills needed to meet those requirements flow naturally from those requirements.

Finally, every lab has a culture or personality if you will. If this position is one where a person works alone a lot, then you need a different person than if they are just doing one part of the process over and over in a team environment.
